Welsh Government Winter Fuel Allowance

Dear Parents and Carers,

Please find below information about the Welsh Government Fuel Support Scheme ( WGFSS).  

This has been taken directly from the BCBC website.

 

As part of a support package of over £90m to address immediate pressures on living costs, Welsh Government has made funds available for a new Fuel Support Scheme this winter.

Eligible households can claim a one-off £200 cash payment to provide support towards paying their winter fuel bills. This payment is in addition to the Energy Bill rebate being offered by the UK Government and the Winter Fuel Payment normally paid to pensioners.

The scheme is open to households where an applicant is in receipt of any of the following qualifying benefits (at any time between the 1 September 2022 and 31 January 2023):

  • Council Tax Reduction
  • Income Support
  • Income-based Jobseeker’s Allowance
  • Income-related Employment and Support Allowance
  • Universal Credit
  • Working Tax Credit
  • Child Tax Credit
  • Pension Credit
  • Personal Independence Payment (PIP)
  • Disability Living Allowance (DLA)
  • Attendance Allowance
  • Carer’s Allowance (including underlying entitlement to Carer’s Allowance)
  • Contribution-based/New Style Jobseekers Allowance
  • Contribution-based/New Style Employment and Support Allowance
  • Armed Forces Independence Payment
  • Constant Attendance Allowance
  • War Pension Mobility Supplement

Applicants must also be responsible for paying the energy bills for the property.

The payment will be available to all eligible households regardless of whether they pay for their fuel on a pre-payment meter, by direct debit, quarterly or for those who use off-grid fuel.

If a householder, or their partner, is liable for fuel costs but does not receive any of the qualifying benefits, they could still be eligible for a payment if they have a qualifying person living with them.

A person meets the definition of a qualifying person if they:

An eligible household for this scheme is defined below:

Single person

  • You apply to the scheme by 5pm on 28 February 2023
  • You are responsible for paying the fuel bills at your property
  • You are in receipt of a qualifying benefit, or you live with someone who receives one of the qualifying disability benefits; and
  • These benefits are in payment at any time between 1 September 2022 and 31 January 2023.
  • You have not received a payment under the scheme before

Couple

  • You or your partner apply to the scheme by 5pm on 28 February 2023
  • You, your partner, or both of you are responsible for paying the fuel bills at your property
  • You, your partner, or both of you are in receipt of a qualifying benefit, or you live with a person who receives one of the qualifying disability benefits; and
  • These benefits are in payment at any time between 1 September 2022 and 31 January 2023
  • You or your partner have not received a payment under the scheme before

If you believe that you may qualify for this support, you can submit a claim through this website from 26 September 2022.
